Most projects that stall don't stall because the model is wrong. They stall earlier — before execution — because no one built the structure that turns technical confidence into an authorized decision.
The data is there. The studies are there. And still the pilot sits in review, the capital request circles, and the team keeps asking: do we know enough yet?
That is the wrong question. The question that actually moves projects is: what does our current confidence allow us to responsibly move on now?
A working vocabulary
Clean is the operating ideal. Drift, Orbit, Backlash, and Freeze are the four ways the structure moves out of Clean. The state tells you what kind of correction is required; it does not decide whether the work should continue.
The system is still reading, choosing, and acting deliberately. Evidence, authority, risk, and the next responsible motion remain connected. Clean does not mean certainty. It means the decision structure is intact.
Ask: can we name what the current evidence allows, who owns the decision, and what happens next?
When the structure slips out of Clean, it presents as one of four failure conditions:
Motion continues, but it is no longer heading toward an authorized decision. Work is happening. Meetings are held. Nothing is converging on a call anyone is empowered to make.
Ask: if this work succeeds, what specific decision does it authorize — and who makes it?
The decision circles. It enters review, comes back with a request for more, and re-enters review. Each pass is reasonable on its own. Together they never land.
Ask: how many times has this returned to the same room, and what changed between passes?
Motion was taken before the structure was ready. The correction now costs more than the delay would have. This is the failure that punishes urgency.
Ask: what would we have needed in place before moving, and can it still be built now?
No motion at all, indefinitely, behind the phrase "we need more data." The request for more data is real. It is also unbounded, because no one has defined what would be enough.
Ask: what specific finding would change our decision — and is anyone actually collecting it?
Put it to work
Take one project and name its current state. If it is Clean, preserve the structure and continue. If it is in Drift, Orbit, Backlash, or Freeze, route the correction that belongs to that condition. If no responsible path back to Clean remains, the Motion Gate can authorize Exit.
